Make no mistake, each of these cuts is intentional and designed to hurt those Americans that they deem less than. Each of these cuts is established to make sure that they can inflict the most amount of damage with the least amount of effort.
In another reading, the fewer truly committed loyalists in the Cabinet, the better. Neither Noem nor Bondi was going to vote to invoke the 25th. Markwayne is an open question. Blanche, of course, would oppose, as would Hegseth and Bessent and Zeldin and RFK Jr. and whoever the token guy is at HUD. Who knows where the embattled Labor Secretary would come down, and it would be fascinating to see what Susie Wiles' vote would be, since she of all people knows just how far 'round the bend her boss is.
But the numbers aren't there, even with a couple of wild cards. He stacked the Cabinet for just such a moment, as he has the judiciary, all the various government panels and agencies, and what passes for leadership on the GOP side of Congress. We can only hope elections actually take place and that he doesn't declare martial law to invalidate the results.
Only then can we talk impeachment in the House, and the remote possibility of conviction in the Senate.
Sadly, the 25th amendment is a joke. The Vice President has to sign. Will he? No. The speaker has to present it to the house. Will he? No. Will a majority vote in favour? Not likely. A very bleak future indeed.
The actual wording of Section 4 of the 25th Amendment:
Section 4. Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President.
Thereafter, when the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his written declaration that no inability exists, he shall resume the powers and duties of his office unless the Vice President and a majority of either the principal officers of the executive department [sic] or of such other body as Congress may by law provide, transmit within four days to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office. Thereupon Congress shall decide the issue, assembling within forty-eight hours for that purpose if not in session. If the Congress, within twenty-one days after receipt of the latter written declaration, or, if Congress is not in session, within twenty-one days after Congress is required to assemble, determines by two-thirds vote of both Houses that the President is unable to discharge the powers and duties of his office, the Vice President shall continue to discharge the same as Acting President; otherwise, the President shall resume the powers and duties of his office.
It is tempting to think that the cabinet can and will use the 25th amendment to remove President from Office. Personally, I am not sure there is enough unity among the cabinet members to pull that off. I do not see a lot of "dissent" among the cabinet members even about such serious problems as the Iran war. That could change if what he ultimately does to Iran is much worse than it already is.
Why would it be better to remove Trump than to get him to fire his hires and he and Vance resign? I wrote about you playing a part in that resignation here:

They've done a very poor job of showing how much they love and will serve their country. I'm at the show me stage.
I have heard that citizen Bondi can plead the fifth during the upcoming hearing, whereas AG Bondi did not have that option. Not sure if this accurate.
