That is indeed the typical reason for doing such tests (as well as the more extensive and stressing full neuropsych tests that he (and to be fair, maybe all Presidents) should be taking all along. The first one is to establish a baseline. After that, they're looking for, well, "changes" from that baseline. And not usually good ones.
