Just after 1 pm, Tom Homan, Donald Trump’s “Border Czar,” walked toward the press on the White House driveway with a script. He wanted to talk about body cameras, arrest numbers, and how ICE agents are “moms and dads.” He wanted to use the attack on a Manhattan federal building as proof his agents are the real victims. And he might have gotten away with it, if not for reporters who kept asking why the administration gutted the very body camera program it now claims to support, and why an agent whose own ex-wife raised concerns about his mental fitness was ever given a badge and a gun. Homan grew visibly agitated with every question until he blurted out that he can’t even buy a quart of milk without a security detail, then stormed off without a glance back. But before he left, he said something that will matter far longer than his outbursts. Asked to describe his role, he finally admitted: “I’m here; I help Steven Miller. We, we, we develop strategies to send down to the programs for implementation.” On camera, he confirmed what reporters have pieced together for over a year. Stephen Miller is the architect. Homan is the enforcer.
Stephen Miller was never confirmed by the Senate. He holds no title that required a vote. Yet he reportedly runs daily 10 am calls, including Saturdays, demanding arrest numbers, once described as running them “less like a government adviser and more like a wartime general.” He demanded ICE hit 3,000 arrests per day and told field directors to “just go out there and arrest illegal aliens.” After two American citizens were killed in Minneapolis, Miller went on Fox and told every ICE officer they have “federal immunity” and anyone who obstructs them “is committing a felony,” what legal experts called an open invitation for abuse. Homan let another truth slip. When asked about the mistakes in Minnesota, he said, “I don’t think they were mistakes.”
The man delivering this performance is himself the subject of one of the most damning corruption allegations in modern federal law enforcement. In 2024, the FBI recorded Homan on hidden cameras accepting $50,000 in cash, in a bag, from undercover agents, after indicating he could help them win contracts. The investigation stalled the moment Trump was inaugurated, and appointees closed the case. Meanwhile GEO Group, the private prison giant that once paid Homan as a consultant, signed new ICE contracts worth over $130 million. Every word was aimed at the midterms, building the frame that ICE agents are under attack and questioning them puts officers at risk. There is a small comfort. None of these men, not Miller, not Homan, not Mullin, have presidential immunity. They act as though the power they wield now will protect them forever. It will not. They are building their own case files. They just do not realize it yet.
